After two years of organising the Balkan Training Days with great success, it is a great pleasure for JEF Norway and JEF Serbia & Montenegro to invite you all to participate in the third edition of this now traditional event Balkan Training Days 2005.

We welcome you once again to take part in a challenging, innovative and most of all a very motivational training that is aiming at strengthening youth organisations in South-Eastern Europe. This seminar is supported by the Norwegian Ministry of Foreign Affairs.

The goal of the Balkan Training Days 2005 is to strengthen the youth organisations from the region of the SEE. The Balkan Training Days 2005 will give opportunity to its participants to learn basic facts about how to manage the organisation and people in everyday work and how to solve the problems which every new youth organisation or group is experiencing.

For the Balkan training Days 2005 people from following countries are eligible to apply:Croatia, Slovenia, Bosnia & Herzegovina, Albania, Macedonia, Romania, Bulgaria and Serbia & Montenegro (including Kosovo).

::: How to apply? :::
Go to the website www.jef-belgrade.org.yu and there fill in the online application form for the training days. Application deadline: August 10th. Those accepted for the training days will be notified shortly after that.

::: Conditions :::
Participants of the Balkan Training Days 2005 will receive full travel reimbursement for the cheapest means of travel. Accommodation and food is covered by the organisers.

Seminar requires full attention of all participants. Participants who do not attend the lectures will not receive the travel reimbursement in the end of the seminar.

Only highly motivated and dedicated people will be accepted. Some knowledge of and acquaintance with JEF is preferable.

European College of Parma, Advanced Diploma in European Studies

EUROPEAN COLLEGE OF PARMA , ITALY

ADVANCED DIPLOMA IN EUROPEAN STUDIES (ADES)

Course

The course takes one academic year and is divided into two full-time semesters from October to June, totalling 400 hours. Examinations take place in February and June. Attendance of lectures and participation in activities organised by the College are compulsory. Lectures are held in English, French and Italian.

Students who have obtained the ADES diploma may also be awarded an In-depth Advanced Diploma in European Studies (I-ADES) by submitting a final dissertation on a European issue which they have drafted under the guidance of one of the College’s professors.

Lectures

The Advanced Diploma in European Studies is divided into lectures, seminars and lectiones magistrales

given by leading European and international personalities. In order to enrich the training with professional

experience, seminars with practical exercises on current EU issues are provided. A seminar based on a

European issue will be held in Latin starting from the academic year 2005/2006.

Lectiones Magistrales

During the 2004/2005 academic year, guest lecturers holding a lectio magistralis included Jacques

Delors and Romano Prodi, former Presidents of the European Commission, Franco Frattini, Vice-

President of the European Commission, Giuseppe Tesauro, former Chairman of the Italian Competition

Authority, Giovanni Maria Flick, Judge of the Italian Constitutional Court, Sir John Mogg, Chairman

of British Office for Gas and Electricity Markets, Claude Chêne, Director General of the Personnel and

Administration DG of the European Commission, Reinhold Schumann, Professor at Boston University.

Language Courses

The month of October is entirely dedicated to intensive language courses (English, French and Italian) to enable students to cope with the various courses and to provide them with suitable language training in the fields of law, economics and political studies. The seminar in Latin will be preceded by a Latin language course. During the academic year, students may further improve their language skills by following extensive language courses.

Applications should be sent by post or delivered by hand to must reach the European College of Parma Foundation no later than 5 September 2005.
Selection and Admission
An ad hoc Selection Committee will assess applications on the basis of the qualifications presented by the applicants.
The Committee may call applicants to an interview.
Admission to the course is dependent on the decision of the Selection Committee, which shall be final.

Course Fees
Fees for the Diploma course in Advanced European Studies for the 2005/06 academic year amount to euro 13 000.00. This covers the course fees, board and lodging, and transport in Parma.
Scholarships
Scholarships are also available for a number of applicants.
Scholarships will be awarded by the Selection Committee on the basis of funds available, once all applications have been processed.
Special Benefits
Students enrolled in the European College Diploma course will qualify for special concessions during their stay in Parma under agreements with local services (banks and leisure activities).

CONDITIONS OF HIGHER EDUCATION SCHOLARSHIPS GRANTED BY THE TURKISH GOVERNMENT

INFORMATION ABOUT SCHOLARSHIPS

Scholarships are granted for foreign nationals who are high school/secondary school graduates or who are already students at one of the Turkish Universities.


Scholars will be placed at universities where the language of instruction is Turkish. Therefore the candidates whose knowledge of Turkish language is insufficient will be placed in the Turkish language training courses during the first academic year.


Students who have successfully completed Turkish language courses will be placed at the universities that conduct their education in Turkish in the following year. (Candidates cannot be placed at the Universities that conduct their education in a foreign language.)


The candidates are to be successful in the Turkish language exams which are carried out by the Universities they applied, or to provide documents on their skills in the Turkish language.


Scholarships commence on October 1, 2005 and continue during the successful education period of the student, in case of class repetition more than twice during the whole period of education, the candidate loses his/her right to the scholarship.


6- Candidates awarded with a scholarship will be provided with free accommodation

at state dormitories affiliated to the Ministry of National Education, on condition that there are places available. No grants are possible for those refusing state accommodation. The candidates can take advantage of low-cost food in the dormitories to be paid by them selves.

7- Travel expenses to, within and from Turkey will be met by the scholars or their

governments.

8 - Monthly scholarship allowance is 145.- New Turkish Liras for the year 2005.

9- Monthly scholarship allowance can only meet the needs of one person thus it is

essential that the scholars have to come to Turkey alone.

10- The expenses of scholars’ medical care will be met by the Turkish government

(Except for long-term illnesses, complex operations, orthodontics, prosthesis and

tooth prosthesis).



QUALIFICATIONS REQUIRED FROM THE APPLICANT


The candidates:

1- Should not be citizen of the Republic of Turkey.

2- Should have completed High School/Secondary School with good grades before

the time of application and should not have a break more than two years after

graduation.

3- The candidates should have necessary acceptance qualifications issued by the

universities they apply.

4- The candidates should not have any medical problems to have their higher

education in Turkey.


APPLICATION AND SELECTION PROCEDURES


Since Turkish Government provides these scholarships through the relevant government, the candidates should make their application through the relevant authorities of their own government.


The candidates are selected by a joint committee including a member from the Turkish Diplomatic Mission abroad.


Candidates who have Turkish Language skills or currently studying at the Turkish Universities will be preferred.


A substitute candidate for three scholarships, and two substitute candidates for four or more scholarships will be nominated along with the principal candidates.


DOCUMENTS REQUIRED

Two application forms. Applicants should determine the name(s) of the University/Universities they want to study at in order of preference. However, the applicants can be placed in the Universities other than their preferences taking the physical capacities of universities into consideration. Forms should be completed without leaving any blank areas in Turkish, English or French.


Two copies or replicas of High School and University diplomas certified by the Turkish Diplomatic Mission abroad in Turkish, English or French. (Candidates whose scholarships are confirmed must submit their original diplomas when they come to Turkey.)


Applicants should submit two transcripts, which show their grades and subjects they took at high school.


A Medical Report from an official institution stating that the candidate is medically eligible to carry on his/her studies in Turkey.

ACCEPTANCE AND RELATED MATTERS


The final decision on the acceptance of the candidates is made by the Turkish authorities.

Candidates’ documents should be delivered to the Turkish Ministry of National Education through diplomatic channels by July 31, 2005 the latest.


Incomplete documents and documents arriving later than July 31, 2005 will not be considered.


Scholars should not set out for Turkey before they are informed through diplomatic channels about their acceptance. Otherwise they will not be able to claim for any rights.


Officially invited scholars should notify the Turkish authorities of their date of arrival 10 days before their departure for Turkey.


Officially invited candidates should obtain “Educational visa” from the Turkish Diplomatic Missions abroad.

SCALB invited by YGES Turkey, 25-29 July 2005, Instanbul

SCALB NGO Albania participated in Action 5 Project, implemented by YGES NGO in Turkey.
SCALB NGO participated with four participants. They were Dorela Shani, Silvana Berdufi, Vedat Ademi & Manjola Zylfi.
Together with other organizations from the region they discussed about culture and religion of the countries joining Europe Union and integrating towards EU.

The group had a lot of fun and learned a lot about Turkey, people, tradition, religion, views etc, as well of the other participatory organization such as Open Youth Bulgaria, STRIM Poland, Monitor Statistica Croatia, Slovenia and YGES Turkey.

SCALB is thankful to all the participants for making the time in Instanbul very unique. Please have a look at some of the photos published in this blogspot.
