Courses address the transition of legal systems in Central and Eastern Europe
Curriculum
The following courses are offered:
Transformation of Legal Systems in Central and Eastern Europe (1 credit)
Legal Aspects of Doing Business in Central and Eastern Europe - from the American and the European Perspective (2 credits)
From Application to Membership in the EU (1 credit)
Real Estate Acquisition and Ownership in Central and Eastern Europe (1 credit)
Human Rights Issues from Central and Eastern Europe Before the European Court of Human Rights (1 credit)
Courses are taught by faculty from law schools in Europe and the U.S. Field trips to legal institutions and cultural sites in the vicinity of Dubrovnik.
Program Administration
The Program Director is Frank Emmert, John S. Grimes Professor of Law and Executive Director of the Center for International and Comparative Law at Indiana University School of Law - Indianapolis. He will be on site and maintaining an office at the hotel and conference center. Derick Shull and Mary Deer assist in administering the program from Indianapolis.
Credits and Schedule of Classes
Participants do not have to take all courses but the program fee is fixed regardless of the number of courses actually taken.
Grading policies will be the same as in the regular courses of study at Indiana University School of Law - Indianapolis. Grades are given on an A through F scale. Regular class attendance and class participation are required. Grades will be determined primarily by performance on the examination, but the instructors also are encouraged to take class participation into consideration.
International students should verify with their home university to what extent the credits acquired will be recognized towards fulfilment of their respective degree requirements.
Criteria for Admission to the Program
The Program is open to students who have completed at least one year of study in an ABA-accredited law school and who are in good standing at their schools, and to graduates of ABA-accredited law schools. On an individual basis, American lawyers, foreign law students or law graduates, or American or foreign applicants with graduate degrees in disciplines other than law, may be considered for admission. The Program is accessible to persons with disabilities.
Program Fee, Housing and Course Materials
The fee for the program is $4,400 per student. This fee includes:
Tuition for six semester credit hours
Program registration fees
Accommodation in a single room in a beach-front hotel near Dubrovnik
Half-board (breakfast and light lunches)
Several excursions and one-day field trips
Ground transportation for scheduled field trips
Course materials
International students who do not receive ABA-approved credit, as well as friends or family of participating students can apply for participation in the program at a reduced rate of $2,200. This rate entitles payer to full participation in the program.
Housing
Participants and faculty are accommodated at Astarea Hotel and Conference Center near Dubrovnik. Classes take place in the same building. Accommodation is in single rooms in bungalows on the hotel premises or in the main building of the hotel (by student preference). All rooms are double rooms with single occupancy. All rooms are air conditioned. The hotel and conference center has several restaurants and bars, a private beach, swimming pool and various game and activity rooms. Shuttle buses and other transportation to Dubrovnik are available.
Extra -Curricular Activities & Field Trips
Dubrovnik is one of the most beautiful coastal resorts in the world with an extremely rich cultural and historic heritage. The city and its surroundings offer many choices for cultural, culinary, and sports activities. Examples include sightseeing, shopping, visits to restaurants, bars, night clubs, wineries, traditional villages, all kinds of water sports, biking, off-road trips by SUV or mountain bike, hiking, horseback riding, and many more.
The program will include one visit to the city of Dubrovnik with a welcome at the local administration, as well as one full day trip by boat along the coast. Additional travel opportunities in the vicinity include a pilgrimage to Medugorje, a visit to nearby Montenegro, as well as additional cruises to some of the many beautiful islands along the coast.
Meals and Other Expenses
All breakfasts are included in the program fee. During weekdays, light lunches are also provided free of charge at the end of the classroom sessions. Participants should plan on spending $10-$20/day for dinners and other expenses, as well as adequate pocket money for extra curricular activities and/or other travel plans during the program.
Knowledge of Croatian
Since all academic work will be in English and since Dubrovnik welcomes many tourists from all over the world, knowledge of Croatian is not required.
Transportation
Program participants must arrange and pay for their own transportation from the U.S. to Dubrovnik and back. Direct flights to Dubrovnik are available from Zagreb, the capital of Croatia. On specified days, shuttle service will be arranged from the airport to the hotel. The ride is less than 15 minutes and costs only about $10 by taxi.
Passports and Other Documents
Passports are required for entry into the European Union and Croatia. Participants who do not have a valid passport are urged to apply for one promptly. Visas are not required for U.S. citizens. Applicants must include a photocopy of their passport and one passport-size photograph with the application.
Insurance
Participants are required to have a valid health and accident insurance policy while abroad, and need to include a copy of their insurance card or other written proof of insurance. For students at Indiana University School of Law - Indianapolis, health and accident insurance is available through the Office of International Affairs at a reasonable rate. Indiana University reserves the right to require proof of insurance as a condition of enrolment in the program. Students must send a copy of their insurance card before leaving the U.S.
Application Deadline and Payment
Applications should be filed before April 15, 2005. Late applications may be accepted at the discretion of the Director of the program. Unless other arrangements are approved in writing by the Director of the program, a non-refundable registration fee has to be paid within seven days of acceptance of an application. Checks should be made payable to Indiana University School of Law - Indianapolis, and should be sent to Mary R. Deer or Derick Shull, Central and Eastern European Law Program, Indiana University School of Law - Indianapolis, 530 W. New York Street, Indianapolis, IN 46202. The number of places is limited and properly completed applications will be considered in the order in which they are received. Thus, early application is strongly encouraged.
Financial Assistance
Participants may apply for student loans to cover part of the program fee, transportation, and cost of living expenses. Arrangements for such loans should be made through the financial aid office at the participant's school. The participant's school may have other financial assistance available.
Cancellation or Alteration
Indiana University School of Law - Indianapolis reserves the right to cancel or alter the program should circumstances warrant. In the event of cancellation (or significant alteration), all fees and deposits will be refunded, and applicants will be provided with information on other summer programs that may be of interest.
If an applicant cancels after the application has been accepted and the registration fee has been paid, no refunds of any payments will be made, except in cases of certifiable personal medical emergency.
